I believe that a feminist writer is one who advocates female rights. It is not imperative that the author be a female, but rather the content of the writings will reflect the rights of women.
Well, again there are many forms that feminism takes place. The most modern form of feminism is not solely concerned with advocating equality of man and woman, but the equality of humanity in general (such as age, gender, race, ethnicity, sexuality, socioeconomic status, etc.). But as far as writing goes, feminist writing would be advocating the feminist cause or view. So someone in Christine de Pisan's time would be less of the all-encompassing feminist voice and focus on getting the female voice heard. Not necessarily searching for equal rights, but at least searching for some rights. Letting the plight of the currant day's woman be know to those in charge, and also rallying others to speak out and know that it's okay to want chance.
In my opinion, a feminist writer is someone who typically writes with a slant or an agenda toward female rights and typically equality. Not all feminist writers are female, but typically that is assumed. Most appeal to the feminine voice and female emotions and situations to cause a reaction and a spur on to action (if that is there intent).
